Ontario condo authority taps Kate Lamb as new CEO

Brings experience in regulatory bodies; work as lawyer

Amidst a challenging condo market, Kate Lamb will join the Condominium Authority of Ontario (CAO) as its new chief executive officer and registrar on June 1.

The move comes as the condo market continues to suffer from a severe downturn. Construction activity has faded significantly in recent years, and in 2025, condo starts reached lows not seen since the 1990s, according to the Bank of Canada.

The problem is especially acute in the GTA: first-quarter sales in 2026 dropped by 11.3 per cent, according to the Toronto Regional Real Estate Board’s (TRREB) 2026 Q1 market report. As well, new listings into TRREB’s MLS (multiple listing service) were down by 19.4 per cent year-over-year, the report said.

Despite these challenges, the organization is welcoming Lamb following a career that includes stints as a regulator and a lawyer.

“Kate brings a combination of executive leadership, regulatory insight and genuine commitment to the public interest. The board is confident that under her leadership, the CAO will continue to deliver high-quality services to Ontario’s condominium communities, strengthen consumer protection, and work collaboratively with government and sector partners as the condominium sector continues to evolve across the province,” Allison Scanlan, chair of the CAO board of directors said in a release.

The CAO provides information, education and dispute resolution services to Ontario’s condo communities.

Leadership at regulatory agencies

Most recently, Lamb was interim president and chief executive officer at the College of Immigration and Citizenship Consultants, which licenses and regulates professionals in the field across Canada.

She also spent six years as chief operating officer for the Law Society of Ontario and served as chief corporate services officer and vice-president, policy and consultation services, at the Workplace Safety and Insurance Board, where she spent more than eight years.

Lamb also worked at the Ontario labour ministry, as director of employment and labour policy and program development, as well as senior policy advisor, for more than six years.

Her legal career began as a law clerk for the Honourable Justice Rothstein, Federal Court of Appeal, and as an associate at Ogilvy Renault/Norton Rose.

She received a Bachelor of Arts from Carleton University and an LL.B. from Queen’s University.

“Ontario’s condominium communities deserve clear information, strong protections, and accessible dispute resolution. I look forward to working with the board, staff, the ministry, and our many partners to build on the CAO’s strong foundation and to continue earning the trust of the people we serve,” Lamb said.

As chief executive officer and registrar, Lamb will lead the CAO in delivering its mandate under the Condo Act.

This includes providing information, resources and access to Ontario’s public condo registry, as well as mandatory training to condominium board directors, while supporting the operations of the Condominium Authority Tribunal, Ontario’s first online tribunal, according to the organization.
